Cost center endpoints

We’ve exposed the existing approver_id, delegate_id, and delegate_expiry attributes in the Cost Centers schema, allowing them to be managed through the OpenAPI for provisioning.
The GET endpoint now also returns company scope information (all_companies, companies) as well as detailed approver and delegate user objects. Together, these fields support existing cost object approval strategies for travel, expense, and invoice processing.
